What is the Comprehensive Land Use Plan?
The Comprehensive Land Use Plan will outline how and where land use and development in unincorporated Grays Harbor County could occur over the next decade.
Grays Harbor County is responsible for land use planning, zoning, and development in all unincorporated areas, whereas cities are responsible for areas within their boundaries (incorporated areas).
Developing the Comprehensive Land Use Plan will provide an opportunity for the public, elected officials, and experts to plan how growth in the county can be managed to sustain and enhance the quality of life.
The planning process began with community engagement to understand the needs and challenges of the area, as well as define a shared vision. This shared vision will create clear actions that will guide planning and development.
Why do we need to plan?
Planning allows us to:
Create a framework that strives to guide development, identify areas for future residential, resource and business uses, and enhance the quality of life in unincorporated Grays Harbor County.
Plan for growth that aligns with the values and goals of the community.
Identify the natural setting, housing and economic patterns, and unique characteristics that are important to the community in Grays Harbor County.

Thank you to those who engaged with us and provided public comment on the Draft Environmental Impact Statement (Draft EIS)! Based on your feedback, the County will develop a draft Comprehensive Land Use Plan and Final EIS. There will be additional opportunities for public input on the Comprehensive Land Use Plan later this year.
