Following are the three phases to develop the Comprehensive Land Use Plan:

Visioning phase (summer 2025)
Developing the Grays Harbor County Comprehensive Land Use Plan began in June 2025 by engaging county residents to gather feedback on needs, challenges, and priorities to define a vision for long-term planning. Community input informed the shared vision statement, the County adopted in November 2025.

Draft and public comment phase (fall 2025-summer 2026)
Using community feedback from the visioning phase, the County developed a Draft Environmental Impact Statement (EIS) for the Comprehensive Land Use Plan. The Draft EIS will help us develop a draft Comprehensive Land Use Plan, which will be available for public feedback in Summer 2026.
Final adoption phase (Summer-Fall 2026)
Following the comment period, the County will incorporate feedback and develop a Final Comprehensive Land Use Plan and a Final EIS, anticipated to be completed in Fall 2026.
The project timeline is set to run from June 2025 to September 2026. The compliance plan and development regulations phase includes the draft compliance plan and regulations running from June 2025 to January 2026, the final plan and regulations running from April 2026 to August 2026, and will be published in September 2026. The environmental impact statement phase will consist of the draft EIS running from June 2025 to January 2026, the final EIS running from April 2026 to August 2026 and will be published in September 2026.
