Environmental Review
The purpose of environmental review for the Comprehensive Land Use Plan is to identify impacts of potential land use changes on housing, transportation, utilities and the environment. It will take place concurrently with the planning process. The environmental review process for our Comprehensive Land Use Plan is required by the Washington State Environmental Policy Act (SEPA). The County has determined that the environmental review process will include preparation of an Environmental Impact Statement (EIS).



It is an opportunity for the public, local, state and federal agencies, and tribal governments to participate in developing and analyzing the proposed changes to land use, housing, transportation, utilities and the environment.
As part of developing the Draft Comprehensive Land Use Plan, the County will use feedback gathered from the community during summer 2025 to develop the Draft Environmental Impact Statement (DEIS). Then, in early 2026, we will share and gather comments from the public on both documents.
What does the environmental review process include?
Scoping is the first step in the EIS process. The purpose of scoping is to narrow the focus of the EIS to significant environmental issues and to identify alternatives to be analyzed in the EIS.
After the scope and alternatives have been identified, the EIS evaluates the positive and negative effects of the proposed changes to analyze whether impacts can be reduced or eliminated.
Opportunities to engage the public, tribes, and agencies about the proposal and its potential impacts.
When will scoping for the EIS occur?
Scoping occurs early in the process and is planned for summer 2025.
